I want to create a custom column using JIRA Filter but not able to find the option to create one in my JIRA Software. Need to know how can I create it. Please let me know if you need any other information from my side to resolve this.

What do you mean by "custom column"?
When you run a filter from "search for issues", you get the returned list of issues displayed in the issue navigator. When that is in "detail view", you get a list with some panels displaying all of the issue detail for the selected one. In "list view", it gives you a grid like view of the issues - one line per issue, and one column per field selected.
Is that the "custom column" you mean? If so, look to the right for "configure columns" - you can add/remove any of them.

Thanks for your reply. By custom column I mean like creating measures using functions in Power BI or Tableau. I cannot find any option in JIRA Software to create such custom column. So need help with that as I know JIRA too has an option but just that I can't find it.

Jira does not have columns like that (when you use the word "column" in Jira, you're usually talking about a board, or sometimes a bit of a table embedded in a field)
Your calculated columns are probably best done in your reporting tool.
But you might also want to look at Jira calculating fields based on data it is holding.

By custom column I mean custom field as per attached screenshot. But I am not able to find Issues -> Fields -> Custom fields in my JIRA Software. So need an alternate option. The purpose is I need to create a column with IF Else conditions. Need to know how can I use conditional statements in JQL. Thanks!

To get to the custom fields, you need to be an administrator, then the doc you've found will work.
However, if it's going to be a scripted field, you're going to need to think about what scripting app or automation to use for it!
