I have a JIRA instance with licenses in the up to 25 user tier and a Confluence instance with 10 users.
We are starting a large scale project where we will be working with an external partner and would like everyone to work from our JIRA and Confluence instance. We will exceed our license caps if I allocate the supplier licenses from our Org. The supplier also has paid licenses for their own org is there a way of transferring the license in the short term or that user using their existing license from the supplier org to view and edit projects in our Org?

Short answer is - unfortunately - no. Licenses are associated with a site, not with a user. So if you want to add more users to your site, they will need a license on your site as well.
There may be a workaround for Confluence, if you have a paid plan there. For every paid Confluence user, you can invite up to 5 guest users for free, who can then access 1 single space. To see if this might be helpful, check out this support article for more details on that matter. Guest access does not exist for Jira, just Confluence.
