I want to activate again my free Jira account.

I want to activate again my free Jira account.

I canceled my Jira Standard subscription and reduced active users to 10 (Free tier limit). However, the site remains inactive and my projects are locked. I would like to downgrade to the Free plan instead of reactivating Standard. How can I restore the free subscription? I only see the big reactivate button but not option to downgrade.
