What JQL syntax do I use if I want to return all of the text in the Project Description text field?

JQL returns a list of issues, nothing else.

It is up to your reporting to read those issues for their field content.  You'll need to tell your Confluence's Jira macro to read the "project description field" (assuming you are using the Jira macro)
