Hey Armindo,

As @Nic Brough [Adaptavist] says, log file says exact reason of why you are getting this error.

Try this,

Can be of various reasons. If log file is not being written, should be folder permissions.
Else, remove .osgi plugins, .bundled plugins, <Installation Directory>/work/<Catalina.out>
Restart JIRA and check for logs

You need to read the log file to establish why it has been locked.
