I've edited labels inline and in bulk edit, but the change does not take place

I've gone through both bulk change and inline update of Labels and it won't update the issue with the updated label.  I managed to update the label on a lot of issues before but I can no longer add.  Even if I change it to a label I have added, it does not let me update the label.  Any ideas?

Can you be more specific about exactly what you are doing and then what the system does?
