I have to enter the emergency key everytime i want to log into Jira - can't find where i get the QR code to scan - if i click imprt existing accounts it ask for my old device which i dont have access too?

This is up to the system you are using for the two-factor-authentication, you'll need to check the docs for that to see where to get what you need.
