We've recently published a script that can sync Slack UIDs with Jira user properties. This allows you to at-mention Slack users in your Automation messages as you originally hoped to do. Instructions and the script are available on this Community article. I hope this is helpful to you!

Analyzing your request and the text displayed in the documentation, I can confirm that the order of the topics in the documentation is not correct.
The syntax [~accountid:{{assignee.accountId}}]
only works to properly mention users in Jira issues, not in the slack messages. Thank you for pointing the wrong information there.
That being said, it is not possible to mention slack users by using smart values with Jira automation. You can only do this by adding their own Slack ID, as described in the thread below:
Additionally, you can also point the name and e-mail of the users using smart values, as described in the documentation below:
