I noticed they removed the issues tab from the setting gear

I don't see the issues tab anymore.   I can't get to the permission schemes !!!!

Welcome to the Atlassian community.

There have been terminology changes in Jira Cloud.

Projects have become Spaces.

Issues have become Work Items.

Select the Work Items option.

As Trudy rightly said, issues have been renamed to Workitems now.
