Hello. I can't tag people in comments via @. But I can appoint him as an assignie or a reporter.
In global permissions for a group "jira-users" the permission is set to Browse Users.
Group "jira-users" consists of users who have a license to access Jira.
Issue Security is configured in the project. But this setting is used for literally a couple of tasks. That is, in most tasks this setting is not enabled.
The users I'm trying to tag with @ have the right to Browse Projects.
Please tell me what else needs to be done so that you can tag using @ users in the comments?

The user has access to tasks.
I checked this myself by logging in as a user via SU.
When the user himself enters the task and tries to tag himself via @ in the comment, nothing happens.

This happens to some users. There is no pattern.
