Good day! Looks like the Jira subscription was deactivated because it exceeded the user tier for the Free plan. This enabled a trial, which has expired, and it couldn't be renewed due to the lack of payment details.
You can reactivate the subscription:
Go to admin.atlassian.com/billing. Select your billing account if you have more than one.
On the Subscriptions page, select the Inactive tab.
Find the subscription you’re looking for and select Reactivate.
Review your subscription details and select Continue.
Review your billing details. If they weren’t added before, you can add them now. If you select or add a new payment method, all subscriptions billed together in the same billing profile will be moved over to the new payment method.
Select Confirm.
Your reactivated subscription will appear on admin.atlassian.com/billing under Subscriptions > Active.

It's working now, thank you very much. But I want to change the plan for free, once I use it for studying, I can't offer 10$ every month. How can I do it ?!

Have you tried clicking the Manage billing option at the bottom of that screen?
