I need help with evaluating  plugins(Gantt Chart, Flowchart,HTML,HTML Macro, Githubetc.,) so that I can identify their owners, use cases, utilization, and potential cost savings.

Are you trying to assess usage of plugins that are already installed and in use on a Jira instance?

You indicated with your post tags that you are using Jira Cloud. In that environment there is not a single method that can be used to determine usage for all plugins. (There is a feature available in Jira Data Center.)

You will need to start by reviewing each plugin's documentation to see if it contains information about a way to get usage data. If it doesn't then you will need to contact the vendors directly to ask that question.

Do you have Jira Application Administrator access for the system? If so then you will see options like System, Products, and Projects when you click the gear icon near your avatar. A Jira Application Administrator will be able to get a list of the installed apps. You can go to the Atlassian Marketplace to look up the apps and find links to their documentation and information for how to contact them.

I see your question is about Jira Cloud - however, I see you mentioned "HTML macro" in your question?

If you're responsible for evaluating Confluence Cloud app usage, seeing how often an app's macros are being used is a great place to start: https://support.atlassian.com/confluence/kb/how-to-check-for-macro-usage-in-confluence-cloud/

Note: Of course, this only helps if a Confluence app has macro components.
