Are you an Organization Admin for your Atlassian Cloud Organization?
What User Management experience is applied to your Atlassian Cloud Organization?
At what point in the directions in the document are you not getting the results described?
I am an Organization Admin for my Organization, and I have only Free product subscriptions. Centralized User Management is applied to my Organization, and I can find the options for viewing storage. I say that to confirm that being able to see the options is not dependent on the type of subscription plan you have. But it may be available only to Organization Admins.

Storage limits are primarily defined by your Atlassian Cloud Subscription Plan and are checked via the administrative settings.
Steps To Fix:
Access Admin: Go to your Atlassian Administration interface.
Check Billing: Navigate to Billing → Subscriptions.
View Plan: Select your product (Jira or Confluence). The page will display your current plan (e.g., Free, Standard, Premium) and the associated Storage Limit. Free plans have a hard limit (e.g., 2GB), while Standard/Premium plans often provide Unlimited Storage.

In addition to what others have said @Kumari Dvipa your question is tagged as relating to Jira Cloud on the Premium plan.
Since the Premium plan provides unlimited storage, the answer to your question "how much storage is available in JIRA and Confluence" is... unlimited storage.

If you’re using the Cloud version of Jira and Confluence, there isn’t a place to see “how much storage is left” because Atlassian manages that for you. You only manage things like attachment limits, not total storage.
If you're on Data Center or Server, the apps don’t show remaining storage inside the UI. You have to check it directly on the server where they’re installed, the same way you would check normal disk space. So the first step is knowing whether you're on Cloud or Server. That decides where you check.
