If I can find a page on the Atlassian website that gives a clear list of what each default role has permissions over, I know it can be found in your own instance but it is necessary to find it lay out in easier to understand terms for a meeting if such a thing exist.

There is no list. the project role names and permissions are set by whoever sets up your instance
