I don't see Issue Type Test Case and Zephyr is installed.

Earlier Issue Type Test Case was visible but now I can not see it while creating new issue. I am Jira Administrator and I don't see any option to add the Issue Type.

An issue type will be available for issue creation in a project only if it is part of the Issue Type Scheme associated with the project (for a Company Managed project). Is that issue type in the scheme for the project? If not you will need to update the scheme to include it. You may also need to update the Workflow Scheme and Issue Type Screen Scheme to ensure there are correct workflows and screens for that type of issue.

To see if the issue type is available at all in your instance you would need to go to Settings > Issues > Issue Types. If you don't see it there I would wonder if there is another Jira Admin who may have deleted it, or if the app has been disabled or uninstalled.
