I need to setup the new project in JIRA. But I can't find the settings. Also, I need step by step instruction to setup the project.

I hope you are doing good. Please check below details on your questions:

* To create a new project, you need to have "jira-administrators" admin right on your JIRA instance. The permissions will be defined by your JIRA Admins. Please check what permission you have and then you should be able to proceed further.

* For step by step guide to create new JIRA project, please see https://www.atlassian.com/software/jira/guides/getting-started/basics.
