I'd like to limit the fix version field to a single entry in Jira Cloud

I use fix version for a lot of reports.  I have developers who assign a story to one fix version, and then add a second fix version.  This pollutes my reports.  Can I limit them to one fix version, so that they have to delete the first fix version before adding a second?
