I am not a SQL or other programmer, just an end user trying to configure a solution. I would like to display information from our system for monthly status meetings. These data include assigned issues, outstanding issues, spaces where they are being assigned, who has the most outstanding issues, etc. for tracking progress and managing departments. How can I get this done?

You will need to start by defining in more detail how you want you data displayed and what data you want to include for each report. Let us take "assigned issues" as an example.
What does "assigned" mean to you? Does that mean the Assignee field is not empty, or does it mean that the work item was in a particular status representing that work was started?
Do you want a list or a count or a tabular presentation with two axes such as per Assignee and per Spaces? Or are you looking for some sort of trend graph for how the number of "assigned" issues changed over time during the month?
Do you want data from all Spaces, one Space, or some subset of Spaces?
Are you aware that the visibility of the data will be constrained by the permissions of the user viewing the dashboard? As an Admin you might be able to see all the data, but if the users viewing the dashboard don't have access to the underlying projects then they won't see the same data.
Do you want your reports to be based on the state of the work items at the moment you generate the report?
If you are not experienced with creating filters and dashboard, I advice you to consult with somebody in your organization that has that experience. If there are no such people, you may want to take advantage of the free, on-demand learning that can be found on those topics through the Learning link at the top of the Community pages.
Of course you can also post questions here in the forum to get advice from other users.
Another alternative is to consider engaging with an Atlassian Solution Partner to help you examine the problems you are trying to solve with your reports, determine the right reports to construct, and how to construct them. Jira has only basic reporting capabilities
Use a dashboard in Jira, based on filter result gadgets or two dimension all filter results, you will need more then one.
If the ootb gadgets don't suffice, you can look at 3rd party apps that can enhance dashboard features
Or you could use the API to get details and based on the results create your own overview in Excel or another reporting tool (there are also 3rd party apps for this)
The last might be your solution as your questions seem BI related.
Note: Jira is not a BI reporting tool, for a certain requirement there is an application for that.

You can try gadgets for Jira dashboards (no SQL or programming required).
For example:
Filter Results gadget - shows the list of tasks based on a saved filter, helping you quickly see and monitor the work that matters most.
Pie Chart gadget - allows seeing the distribution of tasks by status, assignee, priority, etc.
Sprint Health gadget - allows you to get a simple snapshot of sprint progress.
Activities gadget by Issue History for Jira app (SaaSJet) - enables seeing what actually changed (status updates, comments, field changes), when, and by whom.
Dynamic Status Chart Gadget by Issue History for Jira allows understanding how work moves through statuses over time, which is especially useful for monthly reports and trend tracking.

I voted for two responses -- both essentially recommend engaging with someone who can help you determine your needs then buy (or build) a solution.
My motto >>> API + PowerBI = Unlimited Reporting. That's how I (as a developer) would it. Other people have other tools in their "favorites" toolbags as they mention in their own answers.
