I am the JIRA admin for our organisation and I have looked into the permission sets in the back end, I also cant seem to find anyone else with this issue.
There is no way of updating the card title you can hover over the title which produces a curser but before the update you could hover over the title and it would produce a hover box for you to edit but now nothing.
