Message on the browser

 

This site can’t be reached

IP took too long to respond.

Try:

ERR_CONNECTION_TIMED_OUT

Hello, Good day. Looks like you are using Jira DC or Jira server. As it shows cannot open connection to the host, this looks like a firewall/network issue, where from your machine Jira server is blocked.

Try doing a telnet test to confirm the port connectivity.
