I can't see the option of Personal Access Token.

it told me 

In Jira, select your profile picture at the top right of the screen, then choose Profile. Once you access your profile, select Personal Access Tokens in the left-hand menu

But I never saw Personal Access Tokens in the left-hand menu on my Profile page. Why?

Where I can find it then?

But the reference is the API token which used by the two-step verification, it's not the Personal Access Token.

The Personal Access Tokens you refer to are for the Data Center platform. You indicate being on cloud, where API tokens are used instead. Personal Access Tokens are not available for cloud.
