I can't get the Security Level field to show on my bugs

I have a screen scheme with the field set up and attached to the screen.  Scheme is published/active and shows in the project summary.  There are no overriding screens selected on transitions.

I am looking for suggestions.  The project is not set up with a field configuration (most of our projects are not and I've not needed it in the past).

Make sure that you have the Set issue Security permission in the project permission scheme.

What does "Where is my field?" tell you?

Note that "Where is my field?" is not available on the new issue view, so you may need to go to your profile to disable the new issue view lab feature.
