As @Robert Wen_Cprime_ already pointed out, what you have in that drop-down are Labels. Labels are meant to be free form, ie every user can always add a new Label to the system simply by adding it to an issue.
The options that are presented stem from all the Labels that are currently in use in your Jira instance. So, if only one single issue has a Label, that might be shown as a suggestion in the Label field.
To get rid of a Label that you do not want anymore (let's say a misspelled label for example), you need to remove from every issue that has it. There are a few options to do this. If you only need to do this once, you can use the search to find all issues with that Label and then use bulk edit to remove it.
If you want a lot more convenience, we have an app that has an easy-to-use UI to manage the Labels in your Jira instance. It's called Project Labels and allows you to manage Labels globally, per-project and even allows for controlling the allowed Labels per project.
