I am an admin, Jira Cloud. I can assign myself to an issue in the Assignee field, but I can't assign myself in any other UserPicker field (multiple users) that I create.
Why I need this:
When a QA starts working on an issue after the assigned developer is done, it is critical for me that the Assignee remains the same. I created a UserPicker field "Members" for other people involved to be stated there, and I noticed that I can't pick myself in that field, my name is not on the list.
Thanx, Carolyn! However, I can't seem to find that path. When I click Configure, this option does not show - I can only Choose applicable Issue Types and Choose Applicable Context, no Edit User Filtering is there

For the UserPicker field "Members", do you have it configured to only show certain groups? And maybe you are not in that group?

Alright, so since you are using the User Picker (multiple users), then user filtering is not an option, so that is not your issue. Sorry about that red herring.
The only other thing I can think of is that an app may be interfering. Do you have anything else installed that could affect this?
It sounds like you have the right permissions if you are browsing to other users. I tested it out and you should be able to add yourself in a multiple users User Picker field.
