I can not select a project on the Issue Type Schemes page. I have created a project, but when I press the 'Assosiate' button, I get a message saying 'No project can be selected'.
I have created an agile type project.

Welcome to the community!
To Associate Issue type scheme to the project, you should have jira Admin/Project admin rights.
Please confirm, If yes, then open the project that you have been created and select the project summary.
There you will see all the schemes associated with the respective project, click on the Issue type scheme and open in new tab and there at right side corner, you will find Actions tab click on it and select Use different scheme and then select the scheme that you want to associate to the project.

But I could not find Project Summary menu. Where is the menu?

As you shown in the first image click on Settings below to Add Item and then select the Summary.

The previously created project didn't have summary menu,
but when I created a new project as a business project type, the menu was created.
I recreated the project with the agile board type and checked it, and the agile board type project does not show the summary menu.
