We are a user community. We are users of our own Jira instances. We don't have access to your instance and don't know anything about who administers it.

Have you ever been successful in logging into that Jira instance?

I recommend you reach out to the people that told you to access the system. They may have information about who you should contact.

That error means your Jira account is blocked by your organization’s identity or access policy. Only your Jira/Atlassian admin can unblock it — Atlassian support can’t override that. Send the error ID to your company admin so they can check your user status and login logs.
