I can have different numbers of users TEMPO less than I have degrees in JIRA ?.

For example, I can have 500 licenses JIRA and 50 of TEMPO, and working properly?

Not yet.

In JIRA 7, Tempo may become an application, where you can have different numbers of users.  But at the moment, no, almost all addons require a number of users to be the same as the number of users of JIRA.
