Currently we are dealing with too many projects due to which all the projects dashboard cannot be viewed in the left hand side pane.

Query: Is it possible to add a vertical scroll bar for the left hand side menu bar?

Not in the UI, and probably not in your browser.

However, where you'll need to start tinkering depends on what you're actually looking at. Which version of Jira are you using and what "projects dashboard" specifically?
