I am unable to fetch data's in Jira, It fails saying forbidden saying you must accept write  and Delete scope for the app in UPM

What data are you trying to "fetch"?

I ask because the UPM has nothing to do with data feeds, so I'm completely stuck on what you are trying to do that it asking you to look at it.
