I am trying to import an image into Jira using External CSV import but unable to do the same

I want to import an attachment to jira using external CSV Import. 
I tried to import the following image URL - 

https://www.ehowportal.com/wp-content/uploads/2014/02/Create-URL-for-an-Image.jpg

I am unable to add the same and getting the following error

One of the conditions required for uploading attachments is that the URL must be public. However it seems that you must have added an additional string to your URL that may be causing this error. See this documentation for the required format.
