I added a friend from my gmail contatct list, who is also a gmail user, but he is denied access to my Jira site. Either I need a solution, or Jira should not allow the assignee to be someone that is not authorized.

Have you add the user in the group that grant access to JIRA ?
You can find the group from https://admin.atlassian.com/ selecting product then Manage access
Then you can manage group membership from Directory menu then Group tab on the left.
