I am the Jira Admin. External System Import Does Not show list of projects

I am Jira Admin for Server 7.12.1. Under External System Import-, after picking CSV and picking the file to be imported, in the next step - Import to Project - Select a Project does not show me the list of all the projects in the Instance. Any idea, why this is happening.
