For SOME (NOT ALL) of my cases in Jira, for some reason I do not have the Comment, Resolve Issue, or Close Issue tabs, even though I am set up as the Admin? This is not the case for all issues, because for some, I do have those tabs available to me. But for others, I do not. How do I resolve this?

Admin rights give you, well, admin rights. Not rights in projects or to issues. (It's a bad model to say "admin can do everything, ignoring all the permissions", so Atlassian don't do it)

The projects you are looking at have permission schemes that do not include your account in their rules. You probably want to add yourself into the project roles to gain the rights you need (as an admin, you can edit the people in roles)
