I have created the sprint in JIRA. however I am facing following issues.
1. I am not able to see start or end sprint option.
2. Once we close the ticket from sprint then the sprint becomes blank.
3. No graphs are getting populated.
4. I am no getting option to mark/create story. I am getting option to create tasks , epic and improvements.

Lets look at these one at a time, to make sure we address all the points.
for #1:

Take a look a the project permissions for the projects that are included in the boards filter and make sure you have the Manage Sprint project permission if you have manage sprint permission you may be running int the scenario described in the KB"Users cannot manage a sprint (start, close, etc) despite having the Manage Sprint project permission"
For #2:
"Once we close the ticket from sprint then the sprint becomes blank"
This one sounds like either the filter is excluding the issue once it is closed, or the status is not mapped to a column on the board, so when the issue is completed it is maped to a status that is not linked to the board.
So can you supply the boards filter so I can take a look at the formatting, and then check the column mappings and grab a screenshot of the settings page, details on the settings can be found in the document "Configuring columns"
For #3
"No graphs are getting populated."
Do you mean the reports section of the Board or are you talking about dashboard gadgets, and what are you seeing? If this is the reports section, then it would be expected that no reports are getting created as the sprint is not getting started or completed to generate a report, but please clarify.
For #4:

This one sounds like you do not have the story issue type set up on the project, you can check the issue types real quick by navigating to the Project Settings and looking at the Summery or issue types page for a list of the issue types used in the project. Details on setting up issue types can be seen in the "Issue types" documentation and the sub pages
