I am not able to see Application access under administration, why?

You need to be a System Administrator to see that.

Yes, as @Nic Brough -Adaptavist- suggested you didn't have the Jira System Admin rights.

Please contact Administrator, who can help you on this or provide you a full admin right.

I'd guess you are not a full administrator. Check your groups and the global permissions.
