I am not able to add comments to the Jira ticket. It's just loading. Tried clearing cache, signing out and signing in again, restarted the system still issue persists.

It is really hard to guess what the problem is without having a look at the logs.
Have you checked the server logs (atlassian-jira.log file under logs folder)? The devil is in details.
