Jira Work Management doesn't have a backlog view, that is only available in Jira Software. Same thing applies to epic, that is something that comes with Jira Software.

Adding to what Mikael said, if you are using the Jira Software product you get access to create Work Management projects and Software projects. When you go to create a project you are given a choice of project templates categories that will look something like this:
When you get to the point of selecting a specifc project template.
If you choose a template from the Work Management category, you are getting a Business/Work Management type of project. The available functionality for these types of projects is different from the projects in the Software Development category. As Mikael said, the Work Management projects don't include a Backlog feature and don't natively include the Epic issue type.
If you subscribe to the Jira Software product, you get the Jira Work Management project templates for free. It is also possible to subscribe to just the Jira Work Management project, and in that case you do not get the Software Development project templates or the Jira Software product functionality.
