I am facing the issues while creating issue via sending email to the Distribution list

An error was encountered whilst handling messages from the mail server
"StartPortal" using the handler "class com.atlassian.jira.plugins.mail.handlers.CreateOrCommentHandler".

The error was:

"Unable to create issue with message."

Got the same error. My problem was in workflow first "Create" transition, there was a mistake there that prevented issue creation also via Jira. After fixing workflow also the e-mail creation started working.
