I add users to jira on a regular basis, I have several users that i cant add, what is wrong?

I add users to jira via our AD. Our AD is linked to Azure. Azure is linked to Jira. 
I added several users to the AD, but had to remove them. the following day i re-add the users.
The users are in our AD and in Azure but they not showing up in Jira
we have tons of licenses, so that is not the issue. 
It has been several days now and I am not sure what is wrong. 
I feel like this is a problem with the cache.  Any ideas?

I think you need to start from the way the sync between Azure and Atlassian.

- Does Azure push new user information to Atlassian?

or Atlassian pull the user info from Azure?

- Does this happen in a real-time I mean, whenever a single user is added into AD, it happens?

or is it scheduled in Azure or Atlassian side?
