How to velocity or estimate a requirement based on the number of sub tasks?

I'd like to track my team's velocity or estimate a requirement based on the number of sub tasks in JIRA. Looks like I can do it by the number of tasks but not sub tasks. Do you know any way to achieve this?

No, there's no way to do this.

Velocity is a measure of what you deliver compared to what you committed to doing, and it is not partial - you either deliver what you said, or you do not.  A sub-task is a part of an item you might deliver.  The progress through sub-tasks is irrelevant to velocity.
