How to use changelog with restriction on fields due to privacy laws?

Hi,

let's say we use a REST Call like 

http:server/rest/api/latest/search?jql="your JQL"&expand=changelog

My expectation of "expand=changelog" was, it only applies to the fields defined in the JQL, but it does not. Currently it seems, expand=changelog outputs all informations.

Problem: Due to privacy laws, we have to exclude all informations like username, description text and comments text.

How to do that actually? I know how to do it afterwards, of course! But is there a way to give expand=changelog such parameters? Is there another way like a custom API?
