You can find some examples of how Smart Checklist can be used with Script Runner in our Knowledge Base.
That said, based on the screenshots you have shared, it looks like the user does not have the proper permissions to work with Smart Checklist. This table can help you better understand which permissions are needed in different cases.
On a side note, you can move Smart Checklist to the side panel. Maybe this is also a solution for your case?

Welcome to the community! Could you provide a little more detail as to what the smart checklist plugin section is? Is this a third-party plugin that automatically creates a section on the issue view like Zeplin or Figma? (see embedded screenshot)
If so, I'm not aware that there is any way to hide those sections. If not, I would need additional information to determine exactly what you're trying to accomplish.
