How to use OpenAM SSO with JIRA Cloud?

There seems to be a standard way to integrate OpenAM with JIRA/Confluence when the Atlassian products are hosted on our own servers. Is there a way OpenAM can be integrated with JIRA/Confluence when hosted in the Atlassian cloud?

SSO generally means a shared directory of users.  Cloud only supports internal accounts or google accounts, so you can't set up a shared directory.

The closest I've seen to SSO on Cloud is effectively a password safe that holds your credentials and posts it when the browser detects the Cloud url.
