How to use Jira at an organization with independent departments

We run an evaluation installation to check if it is appropriate to run Jira in our organization/departments, where several independent institutes are united. Each department is independent and should be responsible for its own contend and it shod bi invisible for other users of other departments.

I read (here in this forum) that Jira has no multi-client capability, but that it is possible to use the User-Group-Roll-Rights construct in that way. However, I did not find anything how to do so.

Has anyone an ides where to find an answer.
