How to turn off scanning purple stripe at top of page

When editing a ticket (Chrome, OS X), there is a purple scanning stripe at the top of the screen that pulses left-to-right.

Is there some way to disable this behavior? It actually has an impact on my optic nerves not unlike some people experience with strobe lighting.

This sure is a new one on me. Any chance you can add a screenshot? You mention  Chrome. Doe it occur on other browsers? I have to wonder if this is a browser specific issue or not.

It seems to only swipe once in Safari. The video is Chrome.

that is really strange indeed. I suspect it is sort of a progress/load bar but for some reason in Chrome it repeats. I have no clue what the cause might be but is definitely browser specific.

There is another oddity w/ Safari as well (for me anyway) that I have just accepted for many months now. notice the odd descending dotted lines in dashboard gadgets. very faint and they seem to eminate from the header bar. No idea if others see this or not. other browsers do not show this.
