How to track work of resources spread across multiple projects?

I manage a team of information developers (technical writers), each of whom works on multiple projects (also products). Their work generally gets tracked in boards for product releases. However, I want to track their work in ID (TW) sprints so that I can manage more work with the same number of resources.

If I allocate a writer only to a specific group of products, sometimes they get free time, while other writers in my organization are loaded, and are not able to reassign their work to other writers.

My company is currently testing Activity Timeline and it’s pretty good. 

App gives a cross-project view for shared resources and we use timesheets.

Plugin allows to assign the same task to different people and different days, something we found lacking in pure Jira
