How to switch the position of the transitions in the issue screen.

Hi!

My name is Mathias and I want to make the transition appear in different order, or switch their places I should say. 

In other words: When in Pending Release, instead of the button "Start Progress" and "Waiting for Info", we should have as first choice "Resolve Issue" and "Reopen Issue".

You need to use opsbar sequence properties. They are used to modify positions of transitions in issue view. Here is detailed manual how to make it:
