Yes, I get it, we're over our 100 emails per day limit. I've turned off external emails, set the notification scheme not to email anyone about anything, and still every minute or so this pops up blocking part of the interface. How do I get rid of the alert itself?

First thing, I do not work for Atlassian or any marketplace vendor; I am just another customer. With that out of the way...
I suspect for a Free license level, there is no way to turn off that alert; perhaps disabling all outgoing emails for the site would do it. And it is likely the alert appears on a cycle and / or whenever an event happens that would have sent an email.
