How to specify a certain tab in activity section of an issue to be shown on opening?

I need to view a specified tab each time I open an issue. And I want this tab to be opened automatically on page load. I would like to have ability to specify a tab per issue: different issues can show different activity tab.

I think of a solution  as follows:

1. Name of tab can be specified in a http-link to an issue, something like http://jira.blablabla,com/ticket-123?activity=WorkLog
2. There are (or should be) settings per issue, where a tab can be specified.
3. Cookies can be set or saved, that also solves the question.
