How to show >2 transition buttons on Issue, not hidden in Workflow dropdown - Cloud

On my edit issues screen I have four possible transitions from the current status.  Two of them appear as buttons at the top of the screen as expected.  The other two are "hidden" within a dropdown labelled Workflow, some users are not seeing all the available choices and go astray. 

I want to show all the possible transition buttons without going into a dropdown.

It's the same answer you found, but you can't make that change because you can't change the properties file you need to (although more recent answers will point at a slightly different file, as it has moved)

Last time I asked, Atlassian support will change it if you raise a request with them at https://support.atlassian.com/contact - but make sure you choose wisely, they won't change it frequently, it's a one- off.
